If Rarity Collection was S-tier (which it 100% was), then in my opinion Rarity Collection II is a solid B-tier and a case could maybe be made for A-tier

It adds a Basic Pokmon to your hand, so you have a card to put onto Bench or Active Spot

According to its current valuations, first-edition cards in perfect condition are valued at a minimum of $100

Nothing much more to say, it's just a consistency card that they really needed
