This reminds me a lot of the Outlaws of Thunder Junction mechanic "spree," except with tiered you can only choose one mode

Four damage to a single target (that must be attacking or blocking) isnt super powerful in Commander, but being essentially a free inclusion makes it difficult to leave out
Youre also supposed to get 3-4 of these per box on average, so they can have a big impact on your value
