You make a 4/4 Shark, it gets to attack, and even if they hit a sixth land next turn, they would need to tap their mana in your combat step to also make a 4/4 Shark

That being said, prior to the recent unbans, Archon of Cruelty wasnt making much noise in Constructed

Its a clean two-for-one, generating 5-7 mana worth of value for 4 mana
