For six mana, Muldrotha does quite a bit where during each of your turns, you may play a land card and cast a permanent spell of each permanent type from your graveyard meaning you can really leverage your graveyard to accumulate a ton of value during games, perhaps with an Overlord of the Balemurk on the battlefield for good measure
The counters are auxiliary to its primary purpose, which is to copy spells, but counter doublers like Hardened Scales and counter manipulators like Goldberry, River-Daughter give you far more control over what you copy
While that card acted like a Bosss Orders, it only works if you are behind in Prizes, making it considerably less potent than the Prime Catcher can be

Even when a card is knocked into the graveyard, it still serves a purpose, helping to propel new cards to the fore thanks to the decks many delirium triggers, or it pops back into play thanks to its many reanimation effects
