There are a few cards that help fill your graveyard (besides Admiral Brass herself), but not so many that you can expect to constantly be recurring Pirates from your graveyard

Undercover Butler meanwhile speaks to the kinds of decks in Dimir that really want to push damage through, either to kill a player, or pull off a nasty damage trigger
I dont hate Kitsa, Otterball Elite as a card, and it's great in Bloomburrow Sealed or Draft, but its severely lacking as a commander
